How to publish historical document as versions?

I would like to publish historical document as versions
e.g.
I have files
"report jan 2002.doc",
"report feb 2002.doc",
"report mar 2002.doc"
and result is must be
report.doc (version 3.0) is "report mar 2002.doc"
report.doc (version 2.0) is "report feb 2002.doc"
report.doc (version 1.0) is "report jan 2002.doc"

Do you know how it make programmatically?
(I have about 120 reports and more then 1400 historical files)
