Can I publish a document shortcut

Is there a way I can post a shortcut to a document in SharePoint?? For
example \\Ntdw\techservices\CEDR\Cost
Estimate Request test.htm I would settle to have it in quick links if

Yes you can do this. If you go to Quick Links folder for your workspace,
copy an existing link, and paste it into the folder where you want it to
appear. Edit the profile for the new link and ensure it is using the 'Web
Link' document  profile. In the 'Link' section enter the path to the file in
the UNC format like you have used below (i.e.
<file://\\Ntdw\techservices\CEDR\Cost%20Estimate%20Request%20test.htm> ).

If you are posting it in a folder within your Document Library, you will
need to ensure that you allow the Web Link profile to be used (right-click
the folder, select properties, go to Profiles tab and check the box for Web
