Programmatically separating documents from one into many document

In our SPS 2003 installation we will have a document library in which
we want to store about 1,000 documents. There may be a day, when we
need to split it up. This is where my question comes in:

Is it programmatically possible, to move documents from one document
library into another, including ALL the custom columns AND all the
previous versions of the document?

If I move the documents manually (drag & drop via a webshare) I am
unable to copy the older versions.

I need to do this because I have an audit requirement that states
that I must keep all versions and all metadata (columns) of these
documents for several years. And if the number of docs goes way
beyond the suggested maximum of 1,000 then I need to split the
library. I tried googling this, but came up empty handed.
