First, was the original site created from an original site definition, a custom
site definition, or a site template (.stp) file? The error you are seeing is
normally related to using a custom template, but could be generated if the site
was created from a .stp also.
Second, are you using Content Deployment or STSADM Import? If using Content
Deployment did you start with a blank or empty site as the destination?
Third, are you deploying to a SharePoint server that was installed with language
specific version of SharePoint?
