I'm experiencing an unusual problem after upgrading my server with
Sharepoint Portal Server 2003.
At first I experienced the following error as mentioned in the
Knowledge Base article: http://support.microsoft.com/?id=907308

I looked at my _spsadmin.logs and fixed the problem. I then followed
the knowledge base instructions for re-running my upgrade.
My Sharepoint Portal Site works fine, however my site administrator
does NOT. I get the following error message when trying to access
site settings:
Error
Specified argument was out of the range of valid values.
Parameter name: value
Any ideas what is wrong here?
