Problem with site templates

I am trying to add a helpdesk site to our SharePoint-based Intranet.

I downloaded the helpdesk templates from Microsoft.
I added the templates to Site Templates, but they don't show up when I go to
create the new site.
I logged onto the SharePoint server and added them to Site Templates in Central
Administration and they still don't show up on the Create site page.
I tried adding them via command line on the server, but I get Access Denied,
even though I am a member of Domain Admins.

Any advice is appreciated.

Make sure that at the Site Collection level, the new templates are in the
approved list of available site templates. This is assuming the site
collection has the publishing feature enabled and you have site collection
admin access.

Never mind. I needed to run the cmd prompt "as administrator". Apparently,
being a domain admin isn't enough.
