Problem with Single Sign-on in SPS

I have a problem with SSO in SharePoint. Some people has already mentioned
this problem previously but I could not find any answer, so, seeking help
once again.

The problem is when accessing the "Manage Settings for Single Sign-On" page,
I get the following error:
A Single Sign-on error has occurred. Please contact an administrator.
Details: The binding handle is invalid.

I have checked if the Microsoft Single Sign-on Service is running. I have
also followed Microsoft document "Single Sign-on in SharePoint Portal Server
2003" to configure. But still the problem remains. For your information, I have installed SPS in workgroup, as we are yet to have Active Directory redy for our work.

Please respond if you have come across this problem or have a solution for it.
