Problem importing bdc app def programmatically

I've found a bunch of code samples around doing this exact thing and
the gist of them all is as below:

If (SPContext.Current == null)
ices1" /*SSP Name*/ );

ApplicationRegistry appRegistry =

XmlReader reader = XmlReader.Create("file.xml" /* app def
file */);

ParseContext context = new ParseContext(); /* will report
parse errors through context.Errors */




PackageContents.Model | PackageContents.Permissions
/* import model and permissions */


I am trying to run some code like this on the FeatureActivate event but
I get the same exception on SetSharedResourceProviderToUse even when I
run it inside a simple console app.

The exception is as follows:

Cannot open database MOSSDEV_SSP_Content requested by the login. The
login failed.

Login failed for user MOSSDEV\spadmin.

So this user is a farm administrator and the most annoying part is that
if I activate the feature from the gui I do not get the exception
because the SPContext.Current is not null.
