Problem in Creating Form Library Template

I want to create a form library for each and every user in the
MySite.
I want this form library to be based on a form which I have
created in InfoPath - Ex: DeptInvoice.xsn.
I have installed MS SharePoint Portal 2003 Server over TWO WEB
SERVERS, ONE JOB, INDEX, SEARCH SERVER and ONE SQL SERVER.
I already created a Word Document Library for each and every user
in their MySite by making changes in SPSPERS folder on the TWO WEB
SERVERS with help of a SharePointU Forum Member.
I tried to the form library with the same approach, I even
created a documenttemplate tag in the onet.xml file and mentioned
the DeptInvoice.xsn file name in it, but I cannot create new
documents in the form library its is giving this error - "This form
is associated with a URN-based form template, which must be
explicitly installed on your computer before the form can be opened.
The URN for the form template is urn:schemas-microsoft-
com:office:infopath:DeptInvoice:-myXSD-2005-04-04T18-42-30"
Please help me out in this regard - (1) How to create a form
library for each and every user in their MySite based on a form
designed in InfoPath.
(2) How to create a template (with .xml extension I suppose) from a
form(with .xsn extension) created in InfoPath to be used in
SPSPERS/DOCTEMP/XMLFORMS/DEPTINVOICE folder for the creation a new
document template which I can use to create new form libraries.
