Problem Activating an InfoPath form containing managed code

We've got a form that we'd like to push to a library, but when we try
to activate it from Central Admin using a system admin account, we get
the following error:

The form template could not be activated to the following site
collection: [location-removed]. You do not have the permissions
required to perform this operation. Only the administrators of this
site collection can activate to the site collection. Either add
yourself as a site collection administrator, or have a site collection
administrator activate the form template.

We've tried with a couple of different admin accounts, but continue to
get the same message. What are we doing wrong?

Since WSS v2 SP1 forward, Farm Administrators do not have rights to
content. Create a policy for the Web Application granting the service
account the required rights. This is an auditable event.

We've done this, but we still get the error. We are going to try
to move this site  to another SharePoint server to see if there is a
configuration problem  today. Is there anything else we can look at
that you can think of?
