1. This is a 1036 French install of MOSS 2007.

2. We can click on the blue help icon in Central Admin and the online
help displays fine.

3. When we click on the online help icon in the portal, we get:

Impossible d'afficher l'aide.

Détails techniques : collection d'aide non trouvée.
(MS.OSS.manifest , 1036)

4. When I run

set PATH="C:\Program Files\Fichiers communs\Microsoft Shared\Web
Server Extensions\12\BIN";%PATH%
Hcinstal.exe /act ReportAllIds
pause

I get output that appears at the end of this posting and from what I
know, it looks OK.

5. Have also run

Hcinstal.exe /act InstallAllHCs /loc 1036

per http://support.microsoft.com/kb/939313 and get RC = 32 (no action
taken)

Question

1. Any ideas as to what is causing this error?
