Prevent Printing or Saving of Documents

Without using Adobe security/passwording - is there a way in Sharepoint to
prevent a visitor from printing or saving library files (the files will all be
in PDF)? If not - does anyone know of an inexpensive add-in that will allow us
to do so?

If you're trying to prevent  the proliferation of this information, there's
really no way around it unless you give the user a special computer that
can't save or print (and even then they could take a picture of the screen).

Not an inexpensive solution, but the only way to do this is to implment a
Windows Information Rights Management server (IRM).

I agree, IRM is the way to go but note you need MS Server 2008 or above
so it is more than a simple solution.

I think you can still run the Windows Rights Management Server version for MS
Server 2003 and get the same effect. Microsoft changed the name to IRM and
bundled it into Server 2008, but I don't think they made significant changes to
the functionality. I am not an IRM expert however so I could easily be wrong on
this.

RMS can be installed on Server 2003. It has been bundled
into Server 2008 as a service that you can activate.
