Pre-Configuring a Personal Site

Is it possible as the administrator to create and pre-configure a users
personal site before the user actually logs onto SharePoint for the
first time?

I would like to setup personal sites before a new user comes on board
and also for those users who don't know how.

As for pre-configuring a site, you can control personal  sites for all users  by
modifying the Shared View of your my site  (when logged on as an administrator).

As for setup  of personal sites  for other people, I can't think of a way that
this would be possible short of using their logon credentials.
