post migration blues--access denied when trying to create publishing

post migration from 2007 to 2010 enterprise..
used third party tool for the migration and we are experiencing some
inconsistencies with permissioning.
We have a user who is a site owner for multiple sites..she can edit existing
publishing pages but cannot create one. Instead she gets the sharepoint "access
denied" error.
In some instances we have seen where completely removing the individual from the
site collection and then adding them back has restored their permissions, but we
have tried this in her case and to no avail.
Any ideas from anyone?

You really REALLY need to contact the 3rd party support people

Actually the solution was simple...
Someone had modified the permissions to the master page gallery..excluding
most..
Once that was set correctly, everything was fine..
