Is it possible to send a subscription email when a new document is checked in ?

A few questions :

- Is it possible to send a subscription email when a new document is
checked in ? (so not only when it is published)

- I use the desert style sheet. Is it possible to modify the upload
page to that style sheet ?

- I use the announcement webpart. Can i change the layout for that
anywhere ?
