Is it Possible to Safely Turn Off Indexing?

I've received an odd request for a workspace where the entire
portal will consist of access to various in-house applications. It
will be a collection of customized web parts created using
mostly .NET technology with some .ASP. Some web parts are simply
quick links to various web applications, others are GUIs that are
displayed in the web parts themselves. There will be no document
management features enabled, no discussions and no external content
sources.... thus no indexing is required.

I've set up a prototype workspace and of course, by default, indexing
is enabled. SPPS is indexing something - I've watched it and the
index is 3M in size, but I don't understand what it's indexing. Is
it source code? That's all that's out there.

The index process and hard disk space required is overhead that is
unnecessary in this case. How can I stop indexing from occurring? I
have ideas like stopping the MS Search service and/or setting up a
site path rule. Has anyone ever successfully done this? Any advice
would be appreciated. This is certainly not an emergency.... more of
a curiosity.
