Is it possible to restrict access for individual Issue list

Could you please let me know if there is possibility to restrict access to
particular user for particular issue in a list item ?

I check its possible for task list under change general settings. I couldnt
find the same for Issue list. Is this by design ?

SPS/WSS 2003 does not have in built features to apply security constraints on
individual list  items or individual  list columns.

How ever, there is a 3rd party tool that would give item  level security.

SPS V3 has in build item level security though.
