Possible Development Environment Setup issue?

I'm just starting out with WebPart development for SharePoint/MOSS.
I've tried to set up my workstation with everything necessary to do this
without SQL or SharePoint being installed on the workstation itself.
When the run this code snippet . . .

Dim site As New SPSite( "http://servername <http://servername/> " )

. . .

I get the following error . . .

The type initializer for 'Microsoft.SharePoint.CoreResource' threw an
Error: "Could not load file or assembly 'Microsoft.SharePoint.intl,
Version=, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or
one of its dependencies. The system cannot find the file
specified.":"Microsoft.SharePoint.intl, Version=,
Culture=neutral, PublicKeyToken=71e9bce111e9429c" My guess is I missed
something in the setup of my machine. Any help here would be
