Portal Too Hard to Navigate

We trying to configure our portal to support what TPTB want and have
been told that the navigfation is too hard. The top row ( Home Topics
News Sites ) needs to look like Tabs so it is easier for users to
identify.

I'm thinking about modifying the onet.xml file in one of my custom site
definitions. I'm thinking of adding code to the <NavBar
Name="SharePoint Top Navbar" ..... </NavBar> and using the
cornertop.gif and cornerRTL.gif.

Am I gong down the wrong path?

Others have already replied but I must say I'm amazed about the level of
inability to understand a simple hierarchical menu structure. I'm mean,
we've been using navigation similar to SPS since way back on green
screens. My complaint is that it isn't modern enough with fly outs and
nested options.
