Portal Error

I am getting the following when we access any portion of the portal.

Access to this Web site has been blocked.

Please contact the administrator to resolve this problem.

Does anyone know what this is?

Please disregard I was using a new backup/restore tool and failed to
read the instructions.

When I try to create a subarea in one of our portal  areas, I get the
following error:

An error  has occurred in the portal site. Contact the portal site
administrator for assistance.

This started recently, after an install of Project Server 2003 and STS
did not go well (and now Project Server will not uninstall). In
addition to the above error, the application log is filled with entries
of "unable to connect to database STS_<server name>_<long number>."

Is my Portal Server -- what's the technical term? -- HOSED? Or is there
hope I could track down a few options and reset them? Or reinstall a
service pack or even SPS to get things back to normal?

I would back everything up and start over. Once commercial software
starts generating this kind of message, things can go downhill pretty
fast. It shouldn't take more than a long day to have a healthy
environment back up and running. Just my two cents...
