Portal displays inconsistent / incorrect links

I have setup a SharePoint portal interface and customized
it including a full set of custom Quick Links. When I
login to the portal as a typical user set with an author
role, the links are all messed up and show these links
instead: "Portal", "Portal", "Dashboards", "Documents",
and "Categories"

If I login as a user with NT administrator rights, this
does not happen and the proper set of links is displayed.

Also, if I flush the application cache under "Management"
tab for a coordinator, the problem seems to fix itself for
all other users.

I am aware that a bad proxy configuration is a cause of this problem
but I have already tried "proxycfg -u" and no luck. Any other
ideas for fixing this problem?
