Personal Views in WWS 20

I'v created a personal view and sent the url to someone else to
view, however, when the click on the url they get the following
error. Can personal views be shared?

No, that's why it's a personal  view. If you want to share it you need to make
it a shared view.

Then why when creating the view  to it say the following?
Personal Views are intended for your use only. However, if given the
correct URL, others may use, modify or delete your personal  view

I hadn't noticed that you were on WSS 2.0. Anyway, I assume you are passing the
URL of the list using the view. I think what the comment means is that you can
pass the URL of the view  modification page and other users will then be able to
save a copy of the view for their own personal  use. Unfortunately, its been a
long time and I don't have a copy of WSS 2.0 up and running anymore to test

I just need your immediate help.I need to create a sharepoint site according
to the attached html site.
Can any one give me a idea how to proceed and create a site like this. and
according to requirement i have to pull name,designation,Email from active
