Permissions in SharePoint 2007

I removed the "add and customize pages" permission from a custom permission
level.
A user with this permission level cannot go into create>web part page and create
a page.
BUT..
If publishing is turned on, that user CAN do site actions> create page.
I dont want a user at this level creating pages period..publishing or not..
How can I restrict this and still let them add content to lists, etc..?

Adding publishing pages will be controlled by the user's ability to add items to
the pages document library. So you need to adjust security on Pages to remove
the user's ability to add documents to that specific library.

Is it possible to have them edit the page, but not add new pages?
