I gave a user owner rights in a publishing site in the root of a site
collection.

This user can:
create sub sites, add parts, add/remove users, create libraries, etc. However
this user cannot create additional pages within the publishing site unless I
make them a Site Collection Administrator.

I, as Site Collection Administrator, did create the publishing site not the user
experiencing the problems. Could this be a contributing factor?

Any thoughts?
