Can permissions be modified for Site Collection Administrators?

We have a MOSS portal with a top-level functional arhictecture and
office/team site collections and sites under the sitedirectory. We
have assigned Portal Site Owners Full control but there are some
functions; e.g. Site Hierarchy, Storage space Allocation, Variations.
Is there a way to add those functions to site Owners/Admins?

Although site  Collection administrators  administrate site collection
settings form within the top level site, they are actually administering
things that don't sit in the top level. There is no way to give Top level
site owners  permission to administer the site collection  itself other than
adding them to the Site collection administrators group.
