Permissions help

Hi, I am a Sharepoint 2010 noob but have been tasked without setting up an intranet site using Sharepoint for my company.

It is only a basic site with calendars and document libraries, but I also want each department to have a private site that is only accessible to them.

I have created my main site, then a public subsite for each department (finance, hr, etc) I have also created a subsite for each of those which need to be private (only finance can access finance private site for example).

My problem is I can't seem to lock the 'private' subsites down and everyone has read permission for it. I have stopped inheritance and removed domain users from all permissions groups for the site, but everyone still has read access when i use the permission check tool.

Im not sure where I am going wrong, any thoughts?

I have not added any content to the site yet so I can easily restructure it if I need too.

give them "NO Access"

or remove that group from access list of that repo/site
