Permissions and the Announcement Web Part

I am having some trouble understanding how permissions are working on
one of my site collections, specifically on an Announcement web part on
a publishing portal. I am using MOSS 2007 on Windows 2003. I have
checked the setting Content Approval, Require content approval for
submitted items? And it is set to No. My experience today is not making
sense to me. I have a user who is a contributor to the site. It allows
her to go through the entire process of creating an announcement and
when it get to the point where it is time to save the announcement, it
gives an access denied page. To get around this, I made her an owner of
the site and it worked beautifully. Does anyone know if this is by
design or if there may be a setting I am missing?

check the Site permissions  and then check the Announcements >Settings
> permissions for this list

They are a contributor to the site, but have you checked to make sure that
inheritance hasn't been broken on the Announcements list behind the web  part?

I have checked to make sure inheritance has
not been broken throughout the entire line, from site, to announcement
list. I am very baffled by this. Any other suggestions?
