Permission Levels

I'm using MOSS 2007 & i wanna ask about Permission Levels.

Can we create permission for users that they can contribute (create a page on
a site), but they cannot add, edit or delete any web part that we made for that
site ?
Cause permission levels on MOSS combine Add Items & Edit Items Permission, so
users can create a page & modify shared web part too.

Create your own custom permission  Levels with each permission level having
the appropriate set of individual permissions (think of a Permission Level
as a named group of Permissions).

Note: Some of the standard list headings in WSS/MOSS UI incorrectly refer to
Permission Levels as Permissions.

I would suggest you to create a new permission  level and that will solve
your problem.

Yes you can create custom premission levels  for the site for this use
SPBasePermission class.
