Permission of Document Workspace

Is there another way other way of giving a user permissions to create
document workspaces on an existing document? What is happening is our
document contributors are needing admin rights in order to create the
workspaces and were trying to keep down the number of admins on the
site. Any ideas?

Try creating a custom permission  level, just for creating subsites. For
example, you could call it "Create Subsites", and only put a checkbox
next to "Create Subsites" in the site permissions.
