People Picker Not showing user accounts expected - 2007

First , I am a newbie so be kind. Sharepoint 2007

If I use the people picker in Central Admin, I see all user acounts
ok. If I use the people picker in my site collections, the only domain
accounts visible are the primary and secondary owner of the site
collection.
