Need to make a page where users can submit for a project to be done

Can Sharepoint (Moss) do this out of the box?
This would be a page any user can go to and submit a request.

Business Flow - I would like this to be a form that can be submitted
to an inbox and/or logged into some kind of shared db. Each PM will
be responsible for monitoring the inbox for a given period of time –
probably 1 week each and we will rotate. Only PMO members should
have access to the inbox

Your case looks like to be just a simple customized list.

Microsoft has released some wonderful site templates and one of them is
Project Tracking. This site has some demo.
