Using page permissions

We have a site owner using page permissions to limit access. Can someone
provide a scenario where page permissions would be used over site level
permissions?

When you may have content that others don't need to see.
Maybe he has a confidential document or comments on the page.

When my site owners create a new document library, they will overwrite site
perms granting access to those need it
