Page (Item) level security override problem

We are using SP07 to host our public web site. Our security for our
content is very tight and I need to override the security for a single
page. I added a new SP group and added an individual to that group. I
then broke inheritence for that single page and gave that SP group the
ability to be a designer, content editor, and then about every role
possible.

The problem is the editor toolbar at the top of the page does not show
up. No way to really save, undo check, approve, etc. If I add this SP
group to the Designer/Content editor role at the SC level, everything
works fine excecpt they have the ability to edit every page, not just
the page they need access to.

Any ideas? Any one else doing item level security on a publishing page?
