Open up the page  you want to change from the "60 Hive" (C:\Program
Files\Common Files\Microsoft Shared\web server extensions\60).

For Windows SharePoint Services specifically, the ...60\TEMPLATE\1033\STS
directory contains the default.aspx page used for the Home page and each of
the directories under the ...60\TEMPLATE\1033\STS\LISTS directory represent
each of the files used for each List. They are relatively intuitive.

These direct mode ASPX pages can be edited using VS.NET, FrontPage, or even
Notepad. They will not need to be recompiled for this kind of change.
However, they are cached (ghosted) in IIS so you will need to do an IISRESET
to see any changes you save.

Now to your question, locate the <HTML> tag near the top of the page. The
dir property of the HTML tag indicates the direction  that IE should render
the page. It is set to "ltr" = "left to right" as a default. Change this
setting from:

<html dir="ltr"

<html dir="rtl"

And the page will display in IE from right to left. I'm glad to hear that
someone has a need for this.
