Ownership assigned alerts are not working

ownership assigned alerts are not working, can any one help? I have fired below
commands, but no luck.

stsadm.exe -o setproperty -url http://spstest:9999 -pn alerts-enabled -pv true
stsadm.exe -o setproperty -url http://spstest:9999 -pn job-immediate-alerts -pv
"every 5 minutes"

stsadm.exe -o getproperty -url http://spstest:9999 -pn alerts-enabled
stsadm.exe -o getproperty -url http://spstest:9999 -pn job-immediate-alerts

stsadm -o updatealerttemplates -url http://spstest:9999 -f "c:\Program
Files\Common Files\Microsoft Shared\web server
extensions\12\TEMPLATE\XML\alerttemplates.xml" -LCID 1033
