How to override the white space if there is no web part in webpart z

Can someone please advise how i can let other web parts stretch on the page if
there are no web parts in blank web part zones.

This is code I have on a page doing this. I found this by creating a webpart
page with lots of webpart zones on it and looking at the blank page in
SPDesigner2007. All the webpart zones collapse if there are no webparts in them:
