Outside access to Intranet site

I have Https site and we currently have proposals to be worked
on and have allowed outside access to the proposal area (I am testing
the access currently). Is there a way to set up a site specifically
for this purpose and not allow outside access to the main intranet
page? Suggestions for best practice in this case?

This has great information on configuring a site  for special access  to
only one location of the site.

The boundary for this kind of control is at the Web Application level.
You can create a Web Application Policy that denies specific groups
access to the Web Application, for instance. Besides that you can just
use regular permissions. Watch out for users that give "authenticated
users" or "domain\domain users" access  to content, as external uses will
probably have access to that too.
