New / Organise web part error (SPS 1)

I hope a win2k guru is available to answer this question as I
believe the problem is more Admin / User permissions on the Domain
rather than through Sharepoint.

Our organisation is currently in the process of rolling out Win 2k
with one or two other tweaks from what was a predominantly NT4 based
system. We have had Sharepoint 1 working without too many problems
for over a year and we are generally content with the results.

The problem is we are using the new / organise quick links web part
throughout most dashboards as this seems one of the most user
friendly webparts for the customers to add the links that they
want. Up until now we have had no problems, commonUtils.asp was
added to the resources and all went well.
Now on one of the new win2k machines we have a major problem, the
user can see the headers for the webparts but none of the content.
We know that the sys admins are tightening permissions though we are
out of the loop and do not know what they are doing. The error that
is produced on the page is 'The digital dashboard service could not
be loaded, possibly due to insufficient access privileges on the
machine.' Yes, I know this is quite an obvious pointer to what the
problem is but with our sys admins we have to give them the exact
reason what they have done wrong and why things aren't working or
the poor portal gets the blame. They are non web orientated and see
the web as a dilution of their all mighty power.
One strange thing that does happen though is if the user is given
coordinator permissions the web part works....

Any ideas please.
Its one of those times that even slightly silly sounding suggestions
may point me in the correct direction to finding a solution.
