Opening a file within a program other than IE

is there a way to tell Sharepoint to open a file, say an image file, with a
program other than Internet Explorer, say ACDSee, so that when a user clicks
on an image ACDSee opens, or is it possible to add a "open with" option to
the Show Actions menu, still better add a "open with" option to the menu
that pops up after a click with the right button of the mouse?

File associations are maintained on the desktop through the OS, not
SharePoint. There's a MSKB article on how to change file  associations
(Windows 2000) here:
