Open in Web Folder

We are experiencing some problems regarding the "Open in Web Folder"
link available in SPS.

I am noticing with Windows 2000 clients (regardless of minor IE
version variations) the "Open in Web Folder" links work well.

However using the same accounts on Windows 98/98SE and ME machines
(again with minor IE version variations) clicking on a "Open in Web
Folder" link results in a log in box requesting account, password and
domain information. Entering in the correct information does not
authenticate correctly.

Is this a "web folders" setting or browser setting or something
server side? Hopefully someone has seen this before.
