Is there a way to open one particular link of the "Top Navigation Bar"
of the Sharepoint Portal site, in a new window?

I can see 2 possible solutions. The first less preferable is to use a CEWP to insert javascript into the page that gets the element in question and add a target attribute to it. You would have to add this code to every page that you want that functionality on.

My preferred solution would be to create an area for that top  navigation element and have a script (CEWP) on that area's default webpartpage that opens a new window  with the targeted url you want. Then make the main window direct backwards in history 1 step in order not to leave a blank screen for that area..

I guess, the first solution suits my
requirement. Can you elaborate on how to achieve that, as I am
somewhat new to Javascript?

I am able to do that. I did use the CEWP and written a small script
to achieve the result.
