Office Sharepoint Server Publishing Configuration Problem

I'm working on the configuration for the Document Converter Settings but have to activate these 2 items as stated in the 2 points below.

1) I'm trying to activate the 'Office Sharepoint Server Publishing' but was prompted this error -
"One or more features must be turned on before this feature can be activated"
And it showed this together with the error message - "Office Sharepoint Server Publishing Infrastructure"

2) Also, I'm trying to activate the 'Office Sharepoint Server Publishing Infrastructure' but was prompted this
error -
"Access denied"
