Can not get Anonymous User to be able to Add Item to List

I need to allow anonymous users to post new items to a list, so I went
through the steps of deactivating the LockDown mode (located here:
pages-and-the-lockdown-feature.aspx ) but I still can not get anon
users to add items.

If I go to a list, select list settings, then permissions for this
list then settings->anonymous access I am brought to a page with
checkboxes for read, write, add, etc. By default, just View is
selected, but I go and check Add and click OK, but it does not seem to
save? I go back in, and Add is not selected again?!

I got this to work on one of my MOSS farms, but not this one. Any idea
of what I am missing? I am totally stumped!

If I remember correctly, to be able to add  items to a list  anonymously
you need to edit the anonymous  access settings  at the site level. There
are two different settings, entire web or lists and libraries. You need
to select  'lists and libraries' or users  will be limited to read  only

The problem is that when we select  the check
boxes and click  OK, then return to the menu, the check  boxes are
again unchecked! WTH?
