Not able to create sub sites

Has anybody had this problem? - even when a user is granted full
control to a site in MOSS 2007, they are unable to create subsites.
When they click on SITES AND WORKSPACES / CREATE they are taken to a
page that says ACCESS DENIED and it offers to let them login as a
different user. This is happening with multiple users - I've checked
and rechecked and reset the user permission ad nauseam and I can't
figure out what the problem is. It only seems to be affecting the
ability to add a subsite - they seem to be able to "create" everything
else.

Perhaps I should mention that we're using Active Directory and that
I've tried taking groups out of the equation by just adding individual
users with individual permissions to the SharePoint site.

Have you checked the User rights for a Web Application in Central
Admin's Application Management tab? You might have masked out the
create subsite permission.
