NewsPaper implementation in SharePoint 2007

I need technical solution or technical case study to build newspaper site, this will include archiving and search on the old issues.

The solution will must answer the below question:

Do we have to create sub site for each issue and once the next issue published the old one will be transferred to archiving site collection for Example or do we have to create site collection for each issue?

Is this solution can be achieved without development?

it depends on what capabilities you want to have to manage your issues. if your issue is some kind of article (formatted text + images + links) you can try to establish 1 document library for documents containing articles and custom list - most probably from "issue tracker" template to manage your issues. more complicated scenarios could include approval workflows. most of these features could be used without programming, more complex scenarios could involve Sharepoint Designer customizations, it's always hard to know before you got all the details
