Navigation Tabs not showing

I am troubleshooting an issue where a MOSS 2007 site (publishing feature
activated) is only showing the Home tab for FBA users. The other navigation tabs
(each a sub-site) are not being shown.

ALL Tabs show up once you sign-in and are authenticated.

I have verified that all the sub-sites inherit the parent site permissions.
