Navigation Choice Missing

I have a Sharepoint 2010 server running and when I create a new site, I do
not have the Navigation section under the Permissions area. Which means that
I cannot tell it to " Display this site on the top Link bar or the parent

I have full admin permissions and do not remember changing anything.

The Navigation choice  only shows up in Site Settings if you have enabled
publishing or built the site collection using one of the publishing site
definitions. In 2007 the default setting was to show the new site on the
top link bar. Now the default setting is not to show the site. If you are
using Silverlight you need to use the advanced options button to change the
default when creating a site. If Silverlight isn't installed then you will
see the radio button to use the top bar. In a non-publishing environment
you can also change the setting using the Top Link Bar link on the Site
Settings page.
