NavBar without hyperlink in site definition not possible?

Who would have thought it would be this hard?

All I want is a NavBar in my onet.xml to NOT be a hyperlink. I just
want to use it as a header for the NavBarLinks. I can do this in the
UI by not specifying a URL, but if I try that in the onet, it doesn't
seem to work.

I've tried:
<NavBar Name="Actions" ID="1005"></NavBar>
<NavBar Name="Actions" ID="1005" Url=""></NavBar>
<NavBar Name="Actions" ID="1005" Prefix=""></NavBar>
<NavBar Name="Actions" ID="1005" Body=""></NavBar>
<NavBar Name="Actions" ID="1005" Body="#LABEL#"></NavBar>


What little bitty piece am I missing? Or is this a futile effort?
