Multiple users, multiple records, one list. Best method?

A user is requesting help from me to set up a site/list for them that
will accomplish this:

- One main file/list/spreadsheet with multiple records.
- 23 contributors that only have access to their particular records
in this list.

This is really something that should be handled by a custom
application, but the resources are slim on both their end, and mine.

So, out of the box, any suggestions on how an end-user could set
something up like this?

The initial request was to have 23 subsites, each site then collecting
the data from each contributor. If we did that, could we use a content
query web part to then consolidate all that data into one place?
Possibly exportable as a spreadsheet?

Or maybe we could use just one list somewhere if views can be
restricted by permissions. I think that's doable, correct? Perhaps
make a view that only shows you 'your' records?

I'm thinking the better solution would be using infopath, but that's
probably not an option at this point, given the timeline and lack of
