SharePoint 2007 only supports one localization language  per site. When you
load an alternate language pack onto a sharepoint  server you will get an
additional dropdown on the site  creation page that lets you choose what
language the site will support. To support both English and Hindi you would
need to have two sites.

If you are using the publishing features available in MOSS you can automate
navigation and maintenance of a parallel multiple  language infrastructure
using Variations. This won't automatically translate content, but it will
prompt you to create  published content in parallel sites  for each language.
It also takes users to the site that matches their browser setting
automatically. You can read more about variations here:

Could you please share me the link  where i can download the hindi language  pack,
Whether I need to reproduce same content twice for 2 languages, how the workflow
s, custom webpart and so on would work?,
I couldnt get anything from the above link.

You'll actually need two of them, one for WSS and one for MOSS. If you are
running MOSS you need to install both, if you are running WSS you only install
the one for WSS. There are also Service Packs that should be applied. You can
find links and instructions on this page:

I'm not sure what could be wrong. If you setup a variations root, created the
two variation labels (English & Hindi), then generated the Hierarchy it should
have created the parallel sites  with the prompts in one of them set to use
Hindi. The content for the Hindi site  will still need to be translated
manually. Variations simply provides automated creation of parallel sites and
automated navigation based on the user's browser language. Are you changing
the preferred language  setting in your browser to navigate to the Hindi site?
Otherwise, it will tend to take you to the English site based on your browser
settings even if you type in the Hindi address.

We have a multilingual module where we can install the Hindi in it. It
represents a few days of development but it's possible
